The resolution of the Central Committee of the RCP(b) "On Soviet Power in Ukraine," adopted on November 29, 1919, and approved by the **VIII All-Russian Conference of the RCP(b)** held on December 2–4, 1919, outlines in point 7 the tasks of land policy in Ukraine (see *V. I. Lenin, Collected Works, Vol. 39, pp. 334–337*[*](#note)).  

The conference instructed the Central Committee of the RCP(b), together with a special commission of Ukrainian workers, to draft and issue an additional resolution on Soviet power in Ukraine. This resolution was to provide detailed guidance on the abolition of the landlord landowning system, the rural poor, the middle peasantry, and other matters. Apparently, S. P. Sereda’s theses were written in connection with this decision.  

On **February 5, 1920**, the **All-Ukrainian Revolutionary Committee**, guided by the decisions of the **VIII Party Conference** and Sereda’s theses—approved by the **Politburo of the Central Committee**—issued a land law (see *Radianske budivnytstvo na Ukraini v roky hromadianskoi viiny (1919–1920)*, Kyiv, 1957, pp. 59–61). This law played a major role in resolving the land question in Ukraine.
