TELEGRAM TO THE REVOLUTIONARY WAR COUNCIL OF THE III ARMY, THE PERM GUBPRODKOMISSAR, THE COMMISSAR OF THE PERM RAILWAY AND THE YEKATERINBURG GUBPRODKOMISSAR

At all costs supply all workers of the Urals, especially the Yekaterinburg district, Kizel and other coal regions with complete reserves of necessary foodstuffs. All military authorities and railway officials are answerable for unconditional fulfillment. Report immediately on how many puds have been delivered and to where.

Outside all priority, immediately dispatch all grain forage currently in stock to the Kamyshin food depot of the X Army. The dispatch must be carried out in the manner of combat cargo.

* In a telegram, railway employee Stepanov asked V. I. Lenin to receive him for a personal conversation on improving the work of the railways.

Within five days telegraph me the quantity dispatched and the dates of dispatch.

TELEGRAM TO ALL GUBPRODKOMS

5 December 1919

In connection with the general decline of transport and the necessity to strain all forces and means for organizing final victory in the final months of the civil war being experienced, the Republic is scarcely able to allocate for food transportation more than the barest starvation norm. Proceeding from this, the Supreme Council on Transport has sharply reduced the overall transportation program for food cargoes, and in particular for intra-gubernial food shipments and Gubprodukt cargoes, only 136 wagons per day have been allocated for loading. Consult with neighboring gubernias and those gubernias through which the same roads pass as in your gubernia, and take measures to jointly fit transportation within these norms. Fully conscious of how scanty this forced norm being introduced for the coming months is, I call upon you to submit to the inevitable, to strain efforts in organizing horse transport, peasant convoys, requisitioned horse labor, to revise distribution. I warn: the norms allotted for transport to the center and to the hungry fronts are also cut to starvation level, and it is absolutely impermissible to use them for increasing intra-gubernial transportation. Each extra wagon diverted from planned transportation for intra-gubernial purposes will condemn to hunger thousands of workers in Moscow, Petrograd, thousands of Red Army soldiers of the Northern and Western fronts.
