NOTES ON THE HEAD OF THE POST OFFICE’S TELEGRAM
COACH NO. 27.
[No later than November 29, 1919]
Post coach L5 27 …, en route from Ruzaevka [to] Penza, was detained at Ruzaevka station for 48 hours. Despite repeated written requests, the station manager, together with the duty officers of all shifts, failed to dispatch the coach. During our stay at Ruzaevka, more than ten trains passed in the direction of Penza. From the station manager’s side—and from the officer in charge of mail handling—there was outright sabotage. I request instructions to have the coach sent on to Penza.

I received this telegram and ordered an investigation. I will report on the results. It is possible that the coach was not attached because the trains were running in full composition.
