It was decided to approve the order of the RVSR of December 10, 1919, on the use of the means of the Military Department for timber harvesting to ensure the supply of firewood to the railways.

The note to the member of the Presidium of the VTsIK, Deputy People's Commissar of Internal Affairs, M. F. Vladimirsky, is written on a copy of the telegram from the citizens of the village of Gromsha, Oselynskaya volost, Yelnya district, Smolensk province, to the Chairman of the Sovnarkom, V. I. Lenin (copy: to the Chairman of the VTsIK, M. I. Kalinin) with a request for exemption from requisitions and deliveries in connection with the small capacity of farms that suffered from a fire in 1916.
