of a draft resolution.
1 The Commander of the 8th Army, G. Sokolnikov, reported in a telegram
to Lenin on the mass character of the typhus epidemic and requested authorization for
the early graduation of medical students from the 5th year of Voronezh University, transferring
all the graduating doctors to the disposal of the 8th Army.

1 People's Commissar of Health P. A. Semashko, in a telephone message to Lenin,
requested immediate instructions for the faster advancement of a very
urgent echelon "headed by the extraordinary sanitary commission of comrade Veis-
brod, carrying material resources to the Southern Front and Ukraine for
combating typhus." This order was to be given to
Deputy People's Commissar for Railways S. D. Markov.
