1Lenin's draft theses were discussed at a meeting of the Politburo of the Central Committee of the RCP(b) on November 21, 1919; the following resolution was adopted:

"a) To take as a basis the theses of t. Lenin's theses.

6) During the article-by-article discussion of the theses: item 1 - to accept, item 2 - to accept with the indication that before the convening of the Ukrainian Congress of Soviets Ukraine and Russia are federated on the basis of the resolution of the All-Russian Central Executive Committee and the resolution of the Politburo of 1.VI-19, and that at the same time the Party is cautiously preparing plans for the merger of Ukraine and Russia.

To recognize as admissible the inclusion in the newly formed center of representatives of the Borotbists and other Ukrainian Soviet parties so that all parties admitted to participate in the All-Ukrainian Center assume full responsibility for all its steps and sign a common declaration.

The question of the All-Ukrainian Center (see 2 par. b of the resolution) was resolved at the same meeting of the Politburo of the Central Committee of the RCP(b). It was called the Ukrainian Revolutionary Committee, it was to act "in full contact with the Revsoviet of the Southern Front", it was given full power in Ukraine until the Ukrainian Congress of Soviets, it was composed of G.I.Petrovsky, D.Z.Manuilsky and two representatives of other parties (see: ibid., l. 1-2).

On the basis of Lenin's theses, a commission appointed by the Politburo drafted a resolution, which was adopted at a meeting of the plenum of the Central Committee of the RCP(b) on November 29, 1919, and the resolution was approved by the VIII All-Russian Conference of the RCP(b) (December 2-4, 1919) (see: CPSU in Resolutions and Decisions of Congresses, Conferences and Plenums of the Central Committee. 9th ed., vol. 2. M., 1983, pp. 199-201; Lenin V.I. Poln. sobr. op. cit. 39, с. 334- 337); 2On the question of the inclusion of the Borotbists in the Third International, at a meeting of the Politburo of the Central Committee of the RCP(b) on November 21, 1919, there was no unanimous decision; Trotsky and Krestinsky spoke against it. It was decided to request by telephone the opinion of the chairman of the Executive Committee of the Comintern, G.E. Zinoviev. "In case of his agreement, to carry out the decision. In case of disagreement or desire to postpone the issue to the plenum, to discuss in the Politburo the question of suspension or non-suspension of the decision" (RCCHIDNI, f. 17, op. 3, d. 42, l. 2).
