DRAFT RESOLUTION OF THE C.N.C. 1.

Take as a basis the draft of the People’s Commissariat of Food and § 4 of the draft of the Supreme Council of the National Economy 2.
Create a Commission for the detailed elaboration of the whole draft with a view to establishing with the utmost precision both the individual districts in the People’s Commissariat of Food and ■ concrete measures to reinforce the food‑requisitioning army at specified points, to enlist workers, [o] the amounts of the necessary and possible supply of alcohol and starch, and so on.
The Commission shall precisely formulate the responsibility of the People’s Commissariat of Food for carrying out all emergency measures and implementing them in a revolutionary way, in order to take this responsibility into account in the further policy of the C.N.C. m l.

— The question of measures to improve potato procurement was heard at the meeting of the C.N.C. on November 15, 1919. The C.N.C. resolved to elect a commission consisting of: A. L. Sheinman, V. P. Milyutin, L. B. Kamenev, S. D. Markov, A. I. Rykov and S. S. Bakinsky. In view of the critical situation with potatoes, the commission was instructed within 3 days to discuss emergency measures to improve the procurement and delivery to Moscow of potatoes, both food and industrial. The above‑printed draft resolution of the C.N.C. was proposed by Lenin and adopted by the C.N.C. during the discussion on November 18, 1919, of the report of the representative of the People’s Commissariat of Food on potato procurement (minutes of the C.N.C. No. 327 of November 18, 1919).
— Simultaneously with the draft of the People’s Commissariat of Food, the C.N.C. also discussed the draft of the Supreme Council of the National Economy on the same issue. The proposal of the Supreme Council of the National Economy in paragraph 4 of the draft was formulated as follows: “Permit starch‑and‑syrup factories to conclude contracts with peasants for the delivery of potatoes, with the provision that for each processed pood it be possible to issue 1 pound of starch‑and‑syrup products.” Under the text of paragraph 4 of the draft of the Supreme Council of the National Economy, in the right‑hand corner of the document outlined in pencil, there is Lenin’s note: “Milyutin, Kamenev, Rykov, Badaev.” This note apparently represents Lenin’s initial draft for the composition of the Commission.
— The draft decree on potato procurement worked out by the commission was heard and approved by the C.N.C. with amendments introduced at the meeting on November 22, 1919, on Friday, as planned by Lenin (minutes of the C.N.C. No. 329 of November 22, 1919).
