The present Council of People's Commissars of the Soviet Federative
Socialist Republic of Russia wholly empowers citizen Maxim Litvinov, a member of the collegium
of the Commissariat of Foreign Affairs, to conduct peace negotiations with the governments of the Republics founded on the borders of the former Russian Empire, as well as with the governments of other countries, being in a state of war, or in hostile relations
with the Soviet Republic, to make any peace proposals to these governments, or to receive them, to conclude, or to sign any preliminary agreements.

Defense a short written report every two weeks on the progress of the matter of sending
excavators to Chelyabinsk.
