By the present decree, the Council of People's Commissars of the Russian Federative Socialist Soviet Republic fully empowers citizen Maxim Litvinov, member of the collegium of the People's Commissariat of Foreign Affairs, delegate of the Russian Red Cross, to conduct negotiations with the governments of Great Britain and other countries concerning the exchange of civilian prisoners and prisoners of war, to regulate the question of the position of Russian citizens abroad and foreigners in Russia, to take all measures which he shall deem necessary for the protection of the interests of the Russian Republic and Russian citizens, to conclude loans in such sums as shall be required for the fulfillment of the commissions given to him, to conclude and sign treaties on all the above-mentioned questions in the name of the Soviet Republic. All representatives and chargés d'affaires abroad of all Commissariats and institutions of the Russian Republic are hereby instructed to render citizen Litvinov every possible assistance and to obey all his lawful demands.

By the present decree, the Council of People's Commissars of the Soviet Federative Socialist Republic of Russia fully empowers citizen Maxim Litvinov, member of the collegium of the Commissariat of Foreign Affairs, to conduct peace negotiations with the governments of Republics established on the borders of the former Russian Empire, as well as with the governments of other countries in a state of war or in hostile relations with the Soviet Republic, to make to these governments, or to receive from them any peace proposals whatsoever, to conclude or sign any preliminary treaties whatsoever.

TELEPHONE MESSAGE TO GLAVUGOL

November 15, 1919

The collegium of Glavugol is proposed to take immediate measures for the delivery to Chelyabinsk of twenty excavators for the maximum intensification of open-pit development of coal mines still this winter. Every two weeks send to the Council of Defense a brief written report on the progress of the dispatch of excavators to Chelyabinsk.
