The bearer of this, member of the All-Russian Central
Executive Committee and of the collegium of the People's Commissariat
of Foreign Affairs, Maxim Maksimovich Litvinov, photographic
card of whom is affixed hereto, is being sent on an urgent mission abroad.
All Gubernia Chekas and Special Departments of the All-Russian Extraordinary Commission, Revolutionary Committees,
railway, telegraph and other civilian and military authorities are instructed to provide Comrade Litvinov on the way

with every possible assistance for his trip, to provide at his dis-
posal, out of turn, places and separate coupés in staff
and other wagons and separate wagons, to accept from him
and other comrades at his direction out-of-turn telegrams
and allow him to use direct lines with Moscow.

The present Council of People's Commissars of the Russian Fed-
erative Socialist Soviet Republic fully authorizes citizen Maxim Litvinov, member of the col-
legium of the People's Commissariat of Foreign Affairs, a dele-
gate of the Russian Red Cross, to conduct negotiations with the go-
vernments of Great Britain and other countries regarding the exchange of ci-
vilian prisoners and prisoners of war, to settle the question
of the situation of Russian citizens abroad and foreigners
in Russia, to take all measures that he deems necessary for
the protection of the interests of the Russian Republic and Russian citizens,
to conclude loans for the sums that will be required for the ful-
fillment of the assignments given to him, on all the above-mentioned
issues to conclude and sign agreements on behalf of the Soviet
Republic. All representatives and agents abroad of all Commissariats and institutions of the Russian
Republic are instructed to provide citizen Litvinov with all possible assistance and to obey all his lawful re-
quirements.
