TELEGRAM TO THE SIMBIRSK GUBERNIAL EXECUTIVE COMMITTEE
TO THE PIYA GUBERNIAL PRODUCTION COUNCIL, VOLGOPROD
November 8, 1919

Despite my telegram No. 907 of October 15, the Volgograd Production Commission’s authorized representative, Katsepov, reports that on November 4, when the Volga-Bugulma Railway dispatched wagons, the loaders failed to report for work. I demand an explanation for this negligent attitude toward the needs of the starving center. The repeated, pointless delay in the dispatch of wagons—and the failure to take measures to organize adequate labor forces—are utterly unacceptable and will inevitably lead to severe disciplinary action.

I place full responsibility upon the chairman of the Gubernial Executive Committee. Please promptly report on the measures taken.

I am deeply grateful to my comrades—but I must apologize for being unable to attend. To my great regret, I am occupied with matters before the Council of Defense and am thoroughly exhausted.
