If we only "extract" from the eastern peoples without giving them anything, then all our international policy, all the struggle "for Asia" will go to hell.

It is better to leave the Bashkirs and Kirghiz completely alone, thus facilitating our policy of struggle for Asia. Otherwise we will do nothing (in Asia) against the British imperialism. We will have to fight seriously for Persia, India, China, and for the sake of this struggle from the small peoples of the East, either we will not "extort" anything, or we will have to pay a minimum minimum, especially precisely stipulated.

From every worker, Soviet and Party, in Bashkiria and Kirgisia demand a monthly report on such a program:

What did we give to the Bashkirs, Kirghiz and others?

The results of enlightenment work in general?

Especially schools for the communists of this nation?

What was taken?

cattle?

and so on?

cases of conflicts with local Bashkir and Kyrgyz authorities. Exactly every case.

1 At the meeting of the Politburo of the Central Committee of the RCP(b) on November 8, 1919, when deciding on the replacement of N.V. Zaretsky and T.I. Sedelnikov in the commission for the convening of the Congress of Soviets of the Bashkir Republic, it was decided to send L.S. Sosnovsky and E.A. Preobrazhensky to the commission and send them a coded telegram, "explaining to them the essence of the task assigned to them in connection with the change in our policy towards the Muslim East. The compilation of the telegram is to be entrusted to Tov. Lenin." (RCCHIDNI, f. 17, op. 3, d. 37, l. 3.)
