7) Should we not publish verification statistics on doctors and norms? briefly, in the newspapers, so that everyone could verify?

RESOLUTION ON THE LETTER OF
A. P. OSTAPCHENKO

Call the prison, find out who is responsible, and report the result to me.

[The letter reads:]

Dear Comrade Lenin!

I have heard about you as a good and humane person and sensitive to others' suffering. Therefore I have decided to write to you about my maternal grief, hoping for your justice, that you will take into account the position of a mother broken by sorrow.

My son, Vladimir Nikolayevich Ostapchenko, is sitting in Moscow in the Butyrka prison, corridor 12, cell 37. Since December 28, 1918, nothing has been brought against him, that is, no charges whatsoever...

I beg you, Comrade Lenin, to interrogate him and release him on bail to me... Comrade Lenin, my son is an honest man and cannot do anything dishonorable; many Soviet workers in the city of Ryazan know him and will confirm the justice of my words...

November 8, 1919

Despite my telegram of October 15 No. 907, the plenipotentiary of Volgoprod Katsepov reports that on November 4, when the Volga-Bugulma railway submitted wagons, the loaders did not come to work. I demand an explanation of the reasons for such negligent treatment of the needs of the starving center. Any repetition of pointless delays in the wagons, failure to take measures to organize the loaders is absolutely inadmissible and will entail severe punishment. I place responsibility on the chairman of the gubernia executive committee. Report immediately on the measures taken.

[The telegram reads:]

Kremlin Lenin

I implore you in the name of consolidating our revolution to instruct the appropriate Commissariats to pay serious attention to the complete failure to provide empty wagons from the Kazan railway to the Volga-Bugulma railway for the dispatch of provisions to the valiant Red Army and the center. The grain collection points are overflowing, but there are no shipments.
