110 Paragraph 23 of the Constitution of the RSFSR, which was adopted on July 10, 1918 by the V All-Russian Congress of Soviets, stated:

"Guided by the interests of the working class as a whole, the RSFSR deprives individual persons and individual groups of rights which are utilized by them to the detriment of the interests of the socialist revolution." This provision retained its force until the Extraordinary VIII Congress of Soviets of the Union of the SSR, which adopted in 1936 a new Constitution of the USSR, according to which all citizens received equal rights to elect and be elected to the Soviets.
