ADDENDUM TO THE DRAFT DECREE OF THE COUNCIL OF PEOPLE'S COMMISSARS
ON MEASURES TO COMBAT SPECULATION К

The Council of People's Commissars decrees:
The Special Interdepartmental Commission, formed by decree of the Council of People's Commissars of October 21, 1919, is entrusted, first and foremost, with implementing the following measures to combat speculation and the embezzlement of public property:

[Elaboration of general rules for accounting and storage] Oversight of the actual] implementation of accounting for available goods and materials for enterprises, especially those producing military equipment and clothing.
[7. Elaboration of measures to establish actual responsibility for heads of institutions for the improper issuance of orders and illegal leakage of goods and materials, as well as for the use of improperly with illegally obtained orders.]
8.
Elaboration, in conjunction with workers' organizations, of methods and forms of actual oversight of the activities of Factory-Plant Food Organizations and similar organizations of employees of various institutions and enterprises.
The Special] Interdepartmental] Commission is instructed to submit a report to the Co[uncil of Peo]ple's Commissars in 1 month on the nature, methods, and results of its work*.

The "report of the Special Interdepartmental Commission" on combating speculation "on the nature, methods and results of its work" that Lenin ordered "in 1 month" was heard in the Council of People's Commissars upon a report by Stuchka on December 30, 1919 (Minutes of the Council of People's Commissars No. 337 of December 30, 1919).
