NOTES ON G. V. CHICHERIN'S LETTER
October 12, 1919
^In my opinion, no. We have a strug- gle of the first stage of transition
to communism with peasant and capitalist attempts to defend (or
revive)
commodity production.
Lenin
This is not a sign of capitalism.
This is from the forms of struggle of the enemy and from the level of culture,
and not from capitalism. Unfortunately, there is almost no real
centralization.
??? This is completely wrong.
Esteemed
Vladimir Ilyich!
Not knowing whether you have read among the mass of radio broadcasts about Kautsky's book*,
I am sending you this excerpt separately.
As far as I manage to read our lit- erature, it seems to me that we do
not adequately highlight the role of state capitalism under proletar-
ian political power, which eludes Kautsky.
We do not yet have communism, but state capitalism with inequal-
ity of remuneration, up to piecework, with forms of coer-
cion, sometimes reproducing the old regime, with centralization
of management even of production, with restrictions on factory self-manag-
ement.
We have a Red Army of state capitalism with an apparatus
of very strong coercion, and not an army of communism...
