The bearer of this document, member of the collegium of the Moscow city public health department Boris Solomonovich Veysbrод, serves as chairman of the Extraordinary Commission for the Struggle Against Typhus in the Eastern Front zone, established by resolution of the Council of Worker-Peasant Defense of October 24, 1919, *The chairman of the district food soviet conference reported by telegram on October 24, 1919: "The food requisition levy has been completed 50%; certain volosts have shipped it fully."


and, as such, is dispatched for audit and inspection of the organization of sanitary work in the aforementioned districts and to take necessary measures to eliminate noted deficiencies in sanitary work.

For the actual fulfillment of the assignment entrusted to him, he is granted the right to:

1. Unimpeded audit of the organization of sanitary work in all military units.

2. Remove from office, transfer, and allow correction of duties and bring to trial employees of the sanitary department regardless of the positions they occupy.

3. Make all necessary orders concerning changes in the existing organization of sanitary work, for the evacuation of the sick and wounded.

4. Utilize for transportation and as a base for supplying frontline sanitary institutions military-sanitary trains, with the right to issue directions to these trains in agreement with military-road organs.

5. Demand for transportation in cities and on dirt roads means of transport: automobiles, motorcycles, and horses.

6. Utilize the railway car provided for the trip, which on first demand shall be attached to the first departing passenger, military, and other trains.

7. This car shall not be subject to any inspections, and items found in it shall not be subject to requisition.

8. All supply organs of the front and rear shall provide necessary supplies both for him and for accompanying staff members.

9. Communicate with corresponding military organs by "military" telegrams, "priority," coded and direct wires.

It is prescribed that all organs of Soviet power at the local level and individual persons provide comrade Veysbrод with full assistance in the execution of the duties entrusted to him without any bureaucratic or other delay, under penalty of responsibility under the laws of wartime for obstruction of the orders of Soviet power.

**In the telegram addressed to V. I. Lenin, Doctor Veysbrод wrote: "The situation in Orenburg with relapsing fever is extremely grave; the struggle against the epidemic is impossible. Absence of firewood, baths are not operating, hospitals are not heated, disinfection cannot be carried out. Delivery of firewood is possible only from the Bashkir Republic, with their assistance at loading points at Kuvandyk and Saraktash stations; the apparatus is set up, but so far there is no assistance. It is desirable to have a direct appeal from the Soviet government to the Bashkir Republic to influence their local Revolutionary Committees. Simultaneously, it is necessary to render assistance to the Bashkir Republic through the urgent dispatch of medical personnel. In Orenburg the number of isolation beds must be brought up to five thousand. It is necessary to send two additional hospitals" (Archive of IMEL, doc. no. 30142).
