1A.A.Kaplan was arrested on September 17, 1919 by the Petrograd Extraordinary Commission on charges of using his official position, for keeping a rifle and art objects (icons, paintings, porcelain) in his apartment in Petrograd. On September 24, Kaplan was transferred to Moscow and his case was transferred to the VChK. On October 25, 1919, the Organizational Bureau of the Central Committee of the RCP(b) discussed Kaplan's behavior and decided: "Exclude him from the Party" (RCCHIDNI, f. 17, op. 112, d. 82, l. 2).
