introducing martial law on the railways of the Northern
Front

For the purpose of integrating supervision over the work
of the railways of the Petrograd junction in the very near
future, I instruct Naglovsky to perform the duties of specially authorised agent of the Council of Defence
for introducing martial law on the railways of the Petrograd
junction within an area of 100 versts of Petrograd and order him immediately to take over control of this area
from Ksandrov. Report fulfilment.
