2 The question “regarding the revision of allocations and assignments of military property issued in areas occupied by the enemy” was discussed at the Council of Defense on October 17, 1919, following a report by Lenin. It was decided to “refer the consideration of this matter to a commission composed of Comrades S. D. Markov, A. I. Svidersky, A. I. Rykov, and E. M. Sklyansky, instructing the commission, should an agreement be reached,” to submit the draft for Lenin’s signature by Monday, October 20. Following Lenin’s report, the Council of Defense also debated the draft decree “on the Identification of Property Suitable for Military Purposes,” submitted by V. A. Avanesov. However, a decision was made on this issue that mirrored the one outlined above.

This regulation, approved as a development and temporary suspension of certain tariff provisions and resolutions within the Code of Labor Laws, arises from the exceptional conditions prevailing at this particular moment in the life of the state—namely, the very moment of greatest—

the dire military threat posed by the invasion of forces mobilized by the international imperialist bourgeoisie—and shall remain in force until these conditions are altered.
