By resolution of the Central Committee, the aforementioned comrades were tasked with establishing a subcommittee to draft a decree for the Committee for Aid to the Wounded, which committee was to be placed under the auspices of the All‑Russian Central Executive Committee¹.
The draft is to be submitted to the Politburo of the Central Committee by Saturday*.
The importance and utmost urgency of such a decree are self‑evident.
The Central Committee has established these principles as incontrovertible and beyond dispute.
