Could you please send someone to inquire— or to obtain information over the telephone—whether any of Moscow’s public libraries (the Rumyantsev Museum, and so on) currently hold a complete set of Soviet newspapers (Pravda and Izvestia) for the six weeks following October 25th (July 7th, 1919)?

Books and pamphlets in all languages should be entirely oriented toward the left-socialist and communist movements, with particular emphasis on the most important works concerning the outcomes of war, economics, politics, and the like.
Likewise: artistic works dealing with the theme of war.
1 Written by Lenin in response to an inquiry regarding the nature of literature that Lenin deemed necessary to acquire abroad. This inquiry had been transmitted to the Sovnarkom via telephone by one of the employees of the VSNKh who was departing on a mission overseas. The telephone operator misheard the employee’s surname and relayed it incorrectly. When reading the telegram, Lenin underlined the name of the inquirer and marked it at the top with two question marks (for the secretary’s attention).

Lenin was referring to the Theses adopted by the Central Committee of the Communist Party (Bolsheviks) of Ukraine on January 29, 1920, concerning the relations between Soviet Ukraine and the RSFSR, as well as to the circular issued by the Central Committee of the RCP (Bolsheviks) to the Party Committees of Ufa, Saratov, and Kazan. The circular called upon these committees to submit their views on the Politburo’s decision of January 26, 1920, to establish the Tatar–Bashkir Republic.

Lenin’s address at the first session of the VII All-Russian Central Executive Committee took place on February 2, 1920 (Works, vol. XXV, pp. 21–22).
