ON RAISING LABOR PRODUCTIVITY* (RESOLUTION OF THE COUNCIL OF DEFENSE, OCTOBER 10, 1919)

The Council of Workers' and Peasants' Defense, for the purpose of raising the labor productivity of enterprises working for defense, has recognized it necessary to instruct the All-Russian Central Council of Trade Unions, the People's Commissariat of Labor, the Central Department of Military Procurement, the Council of Military Industry, and the Presidium of the Supreme Council of the National Economy to work out and implement within one week the following measures:

1) Increase the working day to 12 hours through mandatory overtime work; pay the first two hours at one and a half times the rate, the second two hours at double rate. Obligate the People's Commissariat of Food Supply to reserve food rations for the corresponding enterprises.

2) Establish progressive bonuses for output exceeding the norm (when calculating above-norm output, use monthly rather than daily output), raising the minimum supplementary earnings from 50 to 100%.

3) Establish bonuses with payment for technical personnel and office workers alongside payment for overtime work.

4) Establish the distribution of bonuses in the form of food provisions for the highest categories of labor intensity.

5) Militarize the medical and sanitary section of the enterprises of the Central Department of Military Procurement and subordinate it to the medical and sanitary section of the Central Department of Military Procurement of the central institutions.

7) Submit lists of categories of specialists subject to return from the army.

Note: 1) The present regulation shall apply only to enterprises working for the Red Army, and each time by special decision of the Labor Department under the Council of Military Industry.

Note: 2) In deciding questions of food supply, the consent of the People's Commissariat of Food Supply is necessary; in deciding questions concerning the medical and sanitary section—the consent of the People's Commissariat of Health.

Note: 3) The People's Commissariat of Food Supply and the People's Commissariat of Health are obligated in the appropriate cases to delegate their representatives to the sessions of commissions.

MANDATE FOR M. V. FRUNZE

The All-Russian Central Executive Committee and the Council of People's Commissars, in accordance with their resolution of October 8, 1919, empower M. V. Frunze, as a member of the Commission on Turkestan Affairs, to represent the All-Russian Central Executive Committee and the Council of People's Commissars and to act in their name within the limits of Turkestan and the states adjacent to it, and to facilitate the implementation of the principles set forth in section 3 of the aforementioned resolution*.

* In section 3 of the All-Russian Central Executive Committee resolution of October 8, 1919, it was stated that "the self-determination of the peoples of Turkestan and the elimination of all manner of national inequality and privileges of one national group at the expense of another—constitute the foundation of all the policy of the Soviet government of Russia and serve as a guiding principle in all the work of its organs and that only through such work can one finally overcome the distrust of the indigenous working masses of Turkestan toward the workers and peasants of Russia, created by the long years of domination by Russian tsarism" (Archive of the Institute of Marxism-Leninism, No. 24168).
