I beg to apologize for my bad English. I am glad to answer your few questions:
1. Our peace policy is the former, that is, we have accepted the peace proposition of Mr. Bullitt. We have never changed our peace conditions (question 2), which are formulated with Mr. Bullitt.
We have many times officially proposed peace to the Entente before coming of Mr. Bullitt.
3. We are willing to guarantee it.
4. Yes. The Soviet government is the most democratic government of all governments in all world. We are willing to prove it.
5. We are decidedly for an economic understanding with America—with all countries but especially with America.
If necessary we can give you the full text of our peace conditions as formulated by our government with Mr. Bullitt.

ON INCREASING LABOR PRODUCTIVITY* (DECISION OF THE DEFENSE COUNCIL, OCTOBER 10, 1919)
The Council of Workers' and Peasants' Defense, for the purpose of increasing the labor productivity of enterprises working for defense, deems it necessary: to entrust the All-Union Central Council of Trade Unions, the People's Commissariat of Labor, the Central Department of Military Supplies, the Council of Military Industry, and the Presidium of the Supreme Council of the National Economy to develop and implement the following measures within a week:
1) Increase the working day to 12 hours through mandatory overtime; the first two hours to be paid at one and a half times the rate, the next two hours at double the rate. Obligate the People's Commissariat of Food to reserve food rations for the relevant enterprises.
2) Establish a progressive bonus for output above the norm (when calculating over-norm output, use monthly, not daily, output), raising the minimum bonus from 50% to 100%.
3) Establish a bonus with payment for technical personnel and office work along with the payment for overtime work.
4) Establish the issuance of food bonuses for higher categories of labor intensity.
5) Militarize the medical and sanitary part of the enterprises of the Central Office of Military Supplies and subordinate it to the medical and sanitary part of the central institutions of the Central Office of Military Supplies.
