A vast quantity of unloading‑ready firewood and forest materials remains stranded on the water at the final points of the timber rafting routes. In view of the dwindling time before the onset of frost, I propose that all possible measures be taken without delay to haul ashore both the timber and logs that have already arrived at the final destinations and those still en route—there is little hope for their further downstream transport. Leverage the labor duty imposed on the local population as well as military units. All timber, regardless of its intended destination, must be unloaded from the water under the personal responsibility of the provincial government committees prior to the formation of ice.
