5) To create favorable conditions for the formation of stable units throughout the district, it is necessary: to transfer troops being formed in the district for its defense to front-line rations and monetary allowances.
6) For the replenishment of the army with horses, a compulsory purchase of horses should be carried out everywhere, on average 10 horses per volost, depending on the number of horses available locally.

DECISION OF THE COUNCIL OF DEFENSE
SEPTEMBER 24, 1919
1. For the successful execution of tasks for the State Construction Committee (Komgosoor), all workers and employees engaged in military-urgent work are considered to be called up for active military service and do not have the right to leave their positions without permission under threat of responsibility as for desertion.
2. Komgosoor is granted the right to enlist for military-urgent work all persons who have not yet been called up by age, and from among those called up, those who have hitherto enjoyed deferment of conscription in any governmental institutions or enterprises.
3. Komgosoor and its local bodies are obliged to provide the district military commissars with lists of workers and employees, indicating their age and relation to military service. Lists of former officers, as well as soldiers of special types of troops, are to be submitted to the Special Central Commission for Deferments in the form announced in No. 97 of "Izvestia VCIK."
4. Persons included in the lists are taken by the district military commissars for special registration and are kept at their places of work until the completion of such work. In case of the movement of worker detachments from one job to another, Komgosoor must inform the relevant military commissars.

5. As certain military-urgent constructions are completed or in case of deliberate delay in work, the detachments are disbanded, and the workers and employees are transferred to the disposal of the military commissars.

TO THE REVOLUTIONARY MILITARY COUNCIL AND THE PEOPLE'S COMMISSARIAT OF WAYS OF COMMUNICATION
September 27, 1919
In order to increase the carrying capacity on the Tashkent line and to speed up the evacuation of prisoners of the former Kolchak army accumulated in the Orenburg region, the People's Commissariat of Ways of Communication is allowed to introduce a premium additional remuneration to agents of traffic and traction for increasing the average daily speeds of military trains. The payment of the premium is made from the credits of the CPS at the expense of the military department based on a mutually agreed position on premiums for the fastest movement of military trains.
