Resolution on the case of Comrade Lander

Having familiarized ourselves with the resolution of the Collegium of the People's Commissariat of State Control and its resolution of September 3, 1919, The statement of the members of the Collegium of the People's Commissariat for State Control to the Central Committee of the RCP and the written statement of Comrade Lander concerning this resolution. Lander concerning this resolution, having also heard the verbal explanations of Messrs. Lander, Galkin, Gukovsky and Paikes, as well as the report of the commission of the Small Council of People's Commissariat of State Control, consisting of Messrs. Cherlyunchakevich and Obolensky, who examined the facts of the case on the spot by questioning members of the Communist cell and other employees of the People's Commissariat of State Control and by familiarizing themselves with the materials, the Small Council at a meeting on September 5, 1919, unanimously decided:

To recognize in the actions of Comrade Lander as the responsible head of the People's Commissariat of State Control an unstable line of conduct and the absence of a definite view of the tasks of the department he heads, along with a lack of organizational ability and tact both in his attitude to the board of the Commissariat and to the Communist cell, and to individual responsible employees.

To admit that Comrade Lander created an atmosphere of distrust, irritation and mutual alienation within the Collegium, and outside the Collegium he failed to create and rely on an organized group of conscious and ideological workers of the department, the consequence of which was his excessive gullibility and pliability to departmental squabbles and rumors, sometimes coming from people who are not trustworthy.

As a result of this, Comrade Lander unjustifiably accused some members of the Communist cell of gambling and drunkenness, and then improperly initiated a case against Gerasimova, an employee of the People's Commissariat, with a number of tactless and inappropriate methods of investigation.

On the basis of the above, the Small Council considers Mr. Lander's further tenure as Deputy People's Commissar of State Control impossible.

Reversing the decision of the Small Council in the case of Lander, but finding irregularities in his actions, the Council of People's Commissars decides to consider the matter exhausted in view of the fact that Mr. Lander is leaving his work in the State Control Committee. Lander leaves his work at Goskon and moves to another job.

1A joint meeting of the Political and Organizing Bureau of the Central Committee of the RCP(b) on September 3, 1919, discussed "the situation created in the State Control Board, the constant friction, depriving the board of its ability to work, the transfer of the conflict resolution of Mr. Lander with an employee of the State Control Board to the Small Council"; it was decided: "To discuss the conflict in the Small Council, to instruct Mr. Beloborodov to be present at the meeting of the Small Council, then to consider the whole issue in the Central Committee" (RCCHIDNI, f. 1719). The Small Council discussed the issue on September 5 (see the text of the document). On September 6, the Politburo of the Central Committee of the RCP(b) discussed the issue; it was decided: "Having heard the resolution of the Small Council on the Lander case and the report of Vol. Beloborodov, who was present on behalf of the Central Committee at the meeting of the Small Council on this case, the Central Committee decides: 1) Lander should be relieved of his duties as Deputy Commissar of the State Committee on State Security; ... 5) the resolution of the Small Council to soften and in a softened form to pass through the Council of People's Commissars" (RCCHIDNI, f. 17, op. 3, d. 25, l. 1). On September 11, the Politburo of the Central Committee of the RCP(b) made a decision on the leadership of the People's Commissariat of State Control: "a) Approve the decision of the last Politburo regarding Lander. 6) The People's Commissar of State Control remains t. Stalin, returning in 1 1/2 weeks from the Zapfront to Moscow, c) His deputy is appointed Comrade Avanesov, who at the same time with this appointment is relieved of all other positions, except for a member of the Presidium of the VTsIK and chairman of the Commission for the Repair of Transportation. He is also exempted from actual work in the Presidium of the VTsIK" (RCCHIDNI, f. 17, op. 3, d. 26, l. 2). On the same day, the Council of People's Commissars approved the resolution about K.I. Lander.
