TELEGRAM TO THE CHAIRMAN OF THE PETROGRAD
COUNCIL CONCERNING THE EVACUATION OF THE POPULATION

Send those who are completely trustworthy to the Don region; place the less trustworthy in concentration camps; and dispatch the uncertain elements to Orel and similar gubernias—regions that are not on the front lines, yet are not entirely free from famine.
To evacuated officials and workers, as well as their families, provide relocation allowances according to the new tariff approved by the People’s Commissar of Labor on May 2 of this year, which is currently held at the Petrograd Labor Commissariat. These allowances should be paid out through the departments and enterprises where they are employed. For those who are unemployed but in need, grant benefits in accordance with the same tariff provisions, calculated on the basis of average earnings.
For Kronstadt, temporarily draw funds from the military budget; later, transfer these expenses to the credit accounts of the relevant departments. Once you have made your decision, please inform us where, how many, and by what means you intend to send them.
