RESOLUTION OF THE COUNCIL OF DEFENSE
5 SEPTEMBER 1919

Units of the XV Army, after stubborn combat operations, have taken possession of Pskov. Taking into account the conditions under which the Army's combat operations were conducted, the poverty of the region in food supplies, the difficulty of transporting them, and the necessity of making up the shortage through purchases from the local population, the Council of Defense resolved:

1. To declare to the XV Army a comradely expression of gratitude from the Council of Defense for the capture of Pskov.

2. In compensation for the expenses and outlays borne by the Red Army soldiers and command personnel, to issue to the XV Army a monthly maintenance allowance.

TELEPHONE MESSAGE TO THE CHAIRMAN OF THE PETROGRAD SOVIET
ON THE EVACUATION OF THE POPULATION
9 September 1919

Send those who are completely reliable to the Don, those who are unreliable to concentration camps, those whose status is undetermined to Orel and similar provinces—non-frontline but also not hungry regions.

To evacuated employees and workers and their families, issue moving allowances according to the new tariff approved by the People's Commissar of Labor on 2 May of this year, which is available in the Petrograd Labor Commissariat. Issue the allowances at the expense of the departments and enterprises where they work. For those not working who are in need, issue benefits according to the same tariff regulations, calculated on the basis of average earnings.

For Kronstadt—temporarily at the expense of the military fund. We shall later charge it to the credit of the corresponding departments. When you make a decision, report to where, how many, and with the assistance of what apparatus you are sending them.

RESOLUTION ON A STATEMENT BY THE WORKERS
AND EMPLOYEES OF SMOLNY*

Comrades Stalin and Vladimirsky! It is necessary to appoint a most rigorous audit—local, incapable of yielding to "influences" in Petrograd, Party-conducted, swift, with workers.

* The Committee of Workers and Employees of Smolny (Petrograd) reported on the infiltration of alien elements into the apparatus of the Petrograd Soviet, whose chairman at that time was Zinoviev. The statement cited numerous facts of abuses, squandering, and theft of money, provisions, and items collected for the Red Army. The Committee of Workers and Employees requested that those guilty of these criminal acts be held responsible and that measures be taken to strengthen the apparatus of the Petrograd Soviet.
