The note and instruction from V. I. Lenin were written based on a record of a telephone conversation between Ya. Kh. Peters, M. Ya. Latsis, M. S. Kedrov, and K. A. Mekhonoshin with F. E. Dzerzhinsky concerning the dire military situation in the Gomel region, the establishment—on this basis—of the Gomel Fortified Region Council, the proposal to subordinate it to the command of the Western Front, as well as the request to send additional units of Internal Security Forces and the Cheka to Gomel.
