1) Commission the Supreme Council of the National Economy to proceed gradually with reducing the number of members of collegial bodies, and in particular to study the experience of one-man management either by Communists or by specialists under Communist commissars.

2) Alongside the collegiality of discussion and decision-making, consistently implement one-man responsibility for the execution both of defined types of work and of individual operations.

3) Appoint, after 2 months, a report by the Supreme Council of the National Economy and other commissariats having enterprises on the actual fulfillment of these assignments (in particular on the number of workers being trained in management practically and on their experience in this regard).
