DRAFT RESOLUTION OF THE POLITBURO OF THE CEC
Late August 1919
Attaching the utmost importance to Mamontov’s operations and regarding the swift annihilation of his detachment as an urgent task, the Politburo of the CEC resolves:
1) To once again draw the attention of the People’s Commissars of Posts and Telegraphs and of Communications to the need to mobilize all available resources in order to improve postal and telegraphic communications in the region of Mamontov’s operations and to accelerate the redeployment of troops within that same region.
2)
To instruct the Chairman of the Revolutionary Military Council of the Republic:
a) To draft a telegram addressed to the party organizations in the given region, reiterating the call for greater energy and initiative; b) To take part, together with Lashchevich (while maintaining Lashchevich’s sole command), in all operations aimed at eliminating Mamontov—right up to his complete liquidation—so that the authority of the CEC and the Revolutionary Military Council of the Republic might be brought to bear on these operations more swiftly and decisively; c) To summon volunteers to oppose Mamontov from the gubernias of Tver, Kostroma, Yaroslavl, and Ivanovo-Voznesensk.
