We strongly recommend closing all commissariats except for the military, transport, and food. Mobilize everyone for military work and set the task of holding out for at least a few weeks, merging the Council of People's Commissars, the Defense Council, the Central Executive Committee, and the Central Committee of the CP(B)U into one institution.

DECREE OF THE DEFENSE COUNCIL
AUGUST 15, 1919
To approve the following decision:
a) To grant the Revolutionary Military Council of the Republic, through persons it deputes, the right to conduct inspections of the storage conditions of secret military documents in all civilian institutions of all People's Commissariats.
b) To depute only communists according to this decision.

NOTE TO THE REVOLUTIONARY MILITARY COUNCIL OF THE REPUBLIC

Markov told me today that now 7 trains per day will be arriving for the 21st division, that it will all arrive.*
* The breakthrough of Mamontov's cavalry corps into the rear of our Southern Front and the general offensive of Denikin created a serious threat to the Red Army troops directly defending the approaches to Moscow. Lenin considered the quickest elimination of Mamontov's forces an urgent task.
** The 21st division was being sent from the Eastern Front to reinforce the troops of the Southern Front, in the Tula area.
