During July, a significant quantity of uniforms and footwear
was sent to you. Despite this, in all the armies of the Southern Front, some units are barefoot and unclothed.
I propose, under the threat of strictest personal responsibility,
to take decisive measures for the immediate distribution
of what has been received among the units in need.

LETTER TO THE REVOLUTIONARY MILITARY COUNCIL OF THE REPUBLIC
August 10, 1919
I am unwell, I had to lie down. Therefore, answer through the messengers.
The delay in the offensive in the Voronezh direction (from August 1 to the 10th!!!) is monstrous. Denikin's successes are
immense.
What is the matter? Sokolnikov said that there (near Voronezh)
we have 4 times more forces.
What is the matter? How could we have missed this?
Tell the Commander-in-Chief that this is unacceptable. Serious
attention must be paid.
Shouldn't the following telegram be sent to the Revolutionary Military Council of the Southern Front (in code):
It is completely unacceptable to delay the offensive, for
this delay will give all of Ukraine to Denikin and ruin us.
You are responsible for every extra day and even hour of delay
with the offensive. Report immediately your explanations and the date
when you finally begin the decisive offensive.

measures have been taken to accelerate it. Will the operation take place on time or will there be

We strongly recommend closing all commissariats, except for the military, communications and food. Mobilize
everyone without exception for military work and set the task
of holding out for at least a few weeks, merging into one institution
the Council of People's Commissars, the Council of Defense, the Central Executive Committee and the Central Committee of the Communist Party of Ukraine.

To approve the following resolution:
a)
To grant the Revolutionary Military Council of the Republic, through persons it commands, the right to carry out inspections of the procedure for storing
secret military documents in all civilian institutions of all People's Commissariats.
