I order that notice be circulated through proper channels in urgent manner that in view of the acute situation regarding the provisioning of prisoners of war and refugees, the supplies belonging to the Central Prisoner and Refugee Administration throughout the Republic shall be considered inalienable without the prior consent of the Central Prisoner and Refugee Administration.

ON THE DISPATCH OF WORKERS TO THE CARTRIDGE FACTORIES
OF SIMBIRSK, KOVROV, AND PODOLSK
(RESOLUTION OF THE COUNCIL OF DEFENSE, AUGUST 6, 1919)

The Soviet of the Fortified District of Petrograd, as well as all other Soviet institutions and professional organizations of Petrograd, undertake to send out from Petrograd immediately all the number of workers required for work at the cartridge factories, since without cartridges no defense of the Soviet Republic is possible.

This resolution is subject to unconditional and absolute fulfillment.

Communications with Petrograd, as well as a report to the Council of Defense (on Friday, August 9) is entrusted to Chusosnabarmu.

The Politburo of the Central Committee, having discussed the most serious questions raised by You, proposes that a directive be executed on these questions to the Supreme Commander of the Southern Front and the Twelfth Army, which will be transmitted immediately.

For its part, the Politburo insists that Odessa not be surrendered until the last possibility*.

TELEGRAM TO THE COUNCIL OF PEOPLE'S COMMISSARS OF UKRAINE
August 9, 1919

The Politburo of the Central Committee requests that notice be communicated to all responsible workers of the directive of the Central Committee: defend to the last possibility, holding Odessa and Kyiv, their connection and their connection with us to the last drop of blood. This is a question of the fate of the entire revolution. Remember that our assistance is not far off.
