Urgently report what is loaded in the three thousand captured wagons, also the categories and types of machines. All captured grain load immediately by rail to Moscow addressed to the People's Commissariat of Food. Separate shipments of grain at the discretion of military authorities are inadmissible. Upon arrival in Moscow the grain will be reshipped depending on army requirements according to orders from the People's Commissariat of Food. For receipt of monetary signs contact the expedition of Yakubov that has departed. Report execution immediately by telegraph to the People's Commissariat of Food Tsyurupa.

I decree that notification be made through proper channels in urgent order that in view of the acute situation regarding the provisioning of prisoners and refugees, the reserves belonging to the Central Prisoner and Refugee Administration throughout the Republic are to be considered not subject to alienation without preliminary consent of the Central Prisoner and Refugee Administration.

ON THE DISPATCH OF WORKERS TO THE CARTRIDGE FACTORIES OF SIMBIRSK, KOVROV, AND PODOLSK
(DECREE OF THE COUNCIL OF DEFENSE, AUGUST 6, 1919)

The Soviet of the Petrograd Fortified District, as well as all other Soviet institutions and trade organizations of Petrograd are obligated to immediately send from Petrograd all required numbers of workers for work at the cartridge factories, since without cartridges no defense of the Soviet Republic is possible.

This decree is subject to unconditional and unqualified execution.

Communications with Petrograd, as well as reporting to the Council of Defense (on Friday, August 9) is entrusted to the Food Supply Department of the Revolutionary Military Council.
