Sarapul, 30 July. The joint conference of responsible instructors traveling by steamer on the "Red Star" and the Sarapul district revolutionary committee, together with responsible workers, considers it absolutely necessary, in the interests of the successful procurement of foodstuffs in the Prikamsk district, not to remove from its place the organization of the Food Procurement Army 2, and supports the telegram of Naркomпrод instructor Bobrov. It proposes to strengthen the procurement district of the Food Procurement Army 2 — the district presently occupied by it. In a short period, the Food Procurement Army has restored procurements reaching 150 thousand puds of grain and two thousand head of cattle. In the event of this organization's departure, procurements in the Prikamsk region will come to nothing.

I know one comrade thoroughly as a man of absolutely exceptional devotion, courage, and energy (especially with regard to explosions and bold raids)*.

I propose:
(1) to give him the opportunity to study military command (take all measures to accelerate this, especially the reading of lectures, etc.) — what can be done?
(2) to entrust him with organizing a special detachment for explosions, etc.** in the enemy's rear.

The matter concerns the well-known revolutionary and Bolshevik Kamó (A. Ter-Petrosyan).

Having received from you samples of fruits from soviet farms in communication no. 4936 (from 22 August 1919), I humbly request that in future you cease to do this — do not send fruits, etc., but inform me instead with data concerning how fruits, etc. from soviet farms are distributed in general — whether they are given to hospitals, sanatoria, to children, to exactly which places, in what exact quantities. How many soviet farms do you have, the composition of their administrations, how many send reports, how many have sent them and for what period, etc.
