(FROM A RESOLUTION OF THE COUNCIL OF DEFENSE, JULY 30, 1919)

1. In order to ensure reliable and continuous communication between the center of the Republic with Western states and the outlying regions of the Republic, the People's Commissariat of Posts and Telegraphs is instructed to install a radio station in the city of Moscow with extreme urgency, equipped with apparatus and machinery of the most advanced type and possessing sufficient power to fulfill the stated task.

2. All state institutions and organizations are requested to render the People's Commissariat of Posts and Telegraphs the most active and energetic assistance in fulfilling this task in terms of supplying all necessary materials, railroad, water, and road transport, and in attracting to this work both skilled and unskilled workers, providing them with food and housing.

3. Workers employed in the installation of the radio station are to be considered mobilized in place and therefore subject to no conscription (regardless of their age) until such time as the radio station is completed.

4. All workers, both skilled and unskilled, employed in the installation of the radio station are to receive the Red Army ration until such time as the radio station is completed.

# ON SUPPLYING LABOR POWER TO THE CARTRIDGE FACTORIES
(RESOLUTION OF THE COUNCIL OF DEFENSE, ADOPTED ON THE REPORT OF V. I. LENIN, AUGUST 1, 1919)

Instruct the Central Committee of Metalworkers and the Department of Labor Accounting and Distribution of the People's Commissariat of Labor to deliver immediately the necessary number of workers to the cartridge factories in Simbirsk, Kovrov, and Podolsk, placing upon them personal responsibility for the fulfillment of this task.
