The defenders of Uralsk have set an example of true devotion to the cause of the revolution. For their demonstrated revolutionary combat valor, the Defense Council hereby expresses special gratitude to the units of the 4th Army, the Red Army soldiers, and the command staff.

At the same time, taking into account that the defenders of Uralsk, surrounded by the enemy on all sides, were unable to receive the established rations and provisions, as well as their pay, and endured severe deprivations for two months, the Defense Council resolves:

To issue to the Red Army soldiers and command staff of the 4th Army units, who withstood a two-month siege in the city of Uralsk, a salary equivalent to three months' pay for each month of the siege.

# ON RED ARMY RATIONS
(From the Resolution of the Defense Council, July 25, 1919)

Considering the insufficient food reserves of the Republic and the necessity for the most economical and rational use of these resources, the Council of Workers' and Peasants' Defense, in furtherance of the decree of February 24 of this year, resolves:

1. In accordance with Article 1 of the decree of February 24, 1919, the right to receive front-line Red Army rations is granted to:
   a) All Red Army soldiers, command staff, and administrative and economic staff of military units, headquarters, administrations, institutions, and establishments that are part of the divisions of the active army and those subordinate to them;
   b) All Red Army soldiers, command staff, and administrative and economic staff of reserve units under the command of field armies and fronts.

2. The right to receive rear-line Red Army rations is granted to:
   a) Command staff and administrative and economic staff of rear-line combat units of the Red Army;
   b) All Red Army soldiers of both rear-line combat units and all administrations, institutions, and establishments of the military department registered with the All-Russian General Staff;
   c) All military personnel of the Field Headquarters of the Republic, field administrations, and headquarters of armies and fronts;
   d) Workers of factories transferred to the Red Army ration by a special resolution of the Defense Council.

3. In addition, front-line or rear-line rations are provided to all units, headquarters, institutions, and establishments of the military department, which have been or will be transferred to the Red Army ration by special resolutions of the Defense Council.

# ON THE INSTALLATION OF A RADIO STATION IN MOSCOW
(From the Resolution of the Defense Council, July 30, 1919)

1. To ensure reliable and continuous communication between the center of the Republic and the western states and the peripheries of the Republic, the People's Commissariat of Posts and Telegraphs is instructed to install, in the most urgent manner, a radio station in the city of Moscow, equipped with the most advanced instruments and machines, and possessing sufficient power to fulfill the indicated task.

2. All state institutions and organizations are requested to provide the People's Commissariat of Posts and Telegraphs with the most active and energetic assistance in the performance of this task, including the supply of all necessary materials, railway, water, and horse-drawn transport, and the recruitment of qualified and unqualified workers, ensuring their subsistence and housing.

3. Those working on the installation of the radio station are to be considered mobilized on site and therefore not subject to conscription (regardless of their age) until the radio station is completed.

4. All workers, both qualified and unqualified, working on the installation of the radio station, are to be issued the Red Army ration until the radio station is completed.

# ON THE SUPPLY OF WORKFORCE FOR CARTRIDGE FACTORIES

The Central Committee of Metalworkers and the Department of Labor Force Accounting and Distribution of the Commissariat of Labor are instructed to immediately provide the necessary number of workers for the cartridge factories in Simbirsk, Kovrov, and Podolsk, holding them personally responsible for the fulfillment of this task.
