NOTE TO V. P. M ILYUTIN AND P. I. POPOV
To Milyutin and Popov—
[July 22, 1919]
Calculate roughly how many billions we would need per month if
(1) grain prices were to be quintupled—or even tripled;
(2) prices for industrial goods intended for the peasantry were not fixed, but instead raised as much as possible up to the absolute maximum that a peasant could afford to pay;
(3) workers and white-collar employees were to be supplied with grain and industrial goods at the old prices;
(4) we should count on Ukraine, the Urals, the region beyond the Volga, part of Western Siberia, and the Don area as well;
(5) grain prices ought to be regionalized;
(6) let us tentatively estimate how many billions would be required in the event that wages and salaries were increased by 10%.
