to reprimand 1) the Secretariat of the Council of Defence and the C.E.C.  
2) the People’s Commissariat for Food  
3) the People’s Commissariat for Posts and Telegraphs  
4) the People’s Commissariat for Military Affairs  
for red tape and delay.  

The Central Committee for Supplying the Red Army with Food (Tsekprodarm) had drawn up instructions on the procedure for sending food parcels from the army. These instructions were not submitted by Tsekprodarm for approval to the Council of Defence within the prescribed time limit. Having heard on July 22, 1919, the explanations of L. B. Krasin on this matter, the Council of Defence resolved to censure Tsekprodarm and the People’s Commissariat for Military Affairs for the untimely submission to the Council of Defence of the instructions on parcels from the army. The People’s Commissariat for Food and the Commissariat of Posts and Telegraphs were given a warning (Minutes of the C.P.C., No. 305, item 6, of July 22, 1919).  

The instructions of Tsekprodarm were approved by the Council of Defence on July 23, 1919.
