The head of the PUR [Political Directorate of the Revolutionary Military Council] and the Commander-in-Chief from the Southern Front will arrive tomorrow.

RESOLUTION OF THE COUNCIL OF DEFENSE
JULY 18, 1919

In order to keep matters of combat supplies for our army and the activities of factories, institutions and establishments connected with them, which produce such supplies, as secret as possible from outsiders,— The Council of Defense resolves:

Inspection of all kinds of institutions, establishments and factories producing combat supplies for the Red Army, for whatever purpose and by whose order such inspection is carried out, shall be permitted exclusively only with special permits issued under the signature of the Chairman of the Council of Defense, or the Chairman of the Revolutionary Military Council of the Republic, or his deputy, or the Extraordinary Commissioner for Supply. All such mandates must be registered without exception with the Extraordinary Commissioner of the Council of Defense.

An exception is made only for local labor inspectors, whose mandates must be certified by the local Provincial Executive Committee.

ORDER TO THE SECRETARIAT OF THE COUNCIL OF PEOPLE'S COMMISSARS

The delay in approving the instructions on food allowances from the army represents the most outrageous and intolerable manifestation of red tape.

It is necessary to establish those responsible and generally thoroughly investigate this case, first, to establish responsibility, second—and this is the main thing—to develop practical measures so that such a thing cannot be repeated.

Therefore, I propose to the below-named institutions, which should have taken care of the speedy implementation of the law on food allowances, i.e., its implementation:

Immediately investigate with all rigor and precision, collecting all documents and interrogating all persons involved in the matter, the causes of the red tape and submit your report, together with a proposal of practical measures to eliminate the red tape, to the SNK on Tuesday.
