Comrade Sklyanskii!

The Petrograders say that in Petrograd there is an enormous quantity of (1) shells, (2) guns on old vessels (they would be useful for the Volga!), (3) » field guns up to 300.

It is necessary to urgently adopt measures of utmost severity and deliver a report to the Council of Defense about the maximum acceleration of evacuation, principally by water (it is a crime that we have not evacuated them until now. We would have saved Tsaritsyn).
