Comrade Sklyansky, Petrograders say the city has a lot of (1) shells, (2) guns on old ships (could do with thorn for the
Volga!), (3) field guns, up to 300.

Very strict measures must be taken urgently and a report
made to the Council of Defence on maximum speeding up of shipments chiefly by water (it’s a crime that there have
been no shipments till now. We would have saved
Tsaritsyn).
