**ON THE ORGANIZATION OF SKI UNITS**
**(DECREE OF THE COUNCIL OF DEFENSE, JULY 2, 1919)**

1. Entrust the organization of ski combat units (separate companies and battalions) drawn from contingents of youth aged 17–18 years to the Revolutionary Military Council of the Republic, which shall immediately, through the medium of the Chief Administration of Universal Military Training, proceed to detailed elaboration of all organizational questions and develop and implement the necessary tables of organization, regulations, and instructions, so that training in the organized ski units may be commenced in the immediate future and such units may be utilized by the Red Army in the coming winter period.

2. Charge the Supreme Council of the National Economy with ensuring that the newly formed ski units receive all categories of prescribed subsistence and, in addition, supplies of skis in sufficient quantity, in agreement with the Chief Administration of Universal Military Training on the basis of the plan for organizing ski units and established norms.

**DECREE OF THE COUNCIL OF DEFENSE**

**JULY 2, 1919***

Transfer the Vyatka battalion of VChK troops numbering not fewer than 600 men and the 8th Vyatka Food Army regiment numbering not fewer than 1,000 men to the formation, in accordance with the decree of the Revolutionary Military Council of the Republic of June 30 of this year, of two rifle regiments.

**NOTE TO THE REVOLUTIONARY MILITARY COUNCIL OF THE REPUBLIC**

July 5, 1919

The Petersburgers say that in Petersburg there is a multitude of
1) shells,
2) guns on old vessels (for the Volga they would do!),
3) field guns up to 300.

We must urgently adopt measures of the utmost severity and make a report to the Council of Defense on maximum acceleration of evacuation chiefly by water (it is a crime—non-evacuation until now. We would have saved Tsaritsyn).
