on July 1, 1919, in connection with a telegram from Tambov by the authorized representative of
the Central Committee of the RCP(b) and the All-Russian Central Executive Committee V. N. Podbelsky on the candidacy proposed by the command of the Southern Front for the post of commandant of the fortified area of Tambov.
E. M. Sklyansky — a member of the party since 1913. After the October Revolution — a member of the Collegium of the Military Commissariat. From September 1918 to 1924 — Deputy People's Commissar for Military Affairs and Deputy Chairman of the Revolutionary Military Council of the Republic.
V. N. Podbelsky — a member of the party since 1905. In October 1917 — Commissar of Posts and Telegraphs of Moscow and the Moscow Region. From May 1918 — People's Commissar of Posts and Telegraphs of the RSFSR.

DECREE OF THE COUNCIL OF PEOPLE'S COMMISSARS

To the budget department of the People's Bank
Decree
The Council of People's Commissars, at its meeting on October 17, 1919, decided:
1) To allocate from state funds, as a special final paragraph to the budget of the central office of the People's Commissariat of Finance for the second half of 1919, two hundred and fifty million rubles (250,000,000) as a grant to the Moscow City Soviet for the management of local affairs.
2) The expenditure of this credit for its direct purpose shall be carried out under the supervision of the appropriate organs of the People's Commissariat of State Control.
3) To confirm to the Moscow City Soviet that requests for the allocation of funds to meet general state needs should be directed through the relevant people's commissariats in the generally established budgetary procedure.
4) To propose to the Moscow City Soviet to liquidate, within a two-week period, the precious metals division attached to the Moscow City Financial Department, and all precious metals and items received by the division shall be transferred to the Moscow branch of the People's Bank.
5) To draw the attention of the Moscow City Soviet to the need to organize its departments, and in particular the financial department, in accordance with the decrees issued by the Council of People's Commissars, and in particular the decree of October 31, 1918, on the organization of financial departments 2.

Kirov, asked to report on the measures taken to assist the uprising in the Caucasus, probably referring to the insurgent movement in the North Caucasus against the Denikin forces, which had seized Dagestan, Chechnya, Ossetia, and other national regions of the North Caucasus in the spring of 1919.
