Akulov points to the separation of the VII Army from the Revolutionary
Military Council of the Western Front, which creates confusion and removes
responsibility from the front workers, deprives them of energy in their work.
The Petrograd district, subordinated to the Western Front, is supplying all its
reserves to the VII Army without providing them to the front and to the other
armies. Pozern sits constantly in Piter, maintains weak communication with the
Front Soviet, creates parallel supply organs instead of utilizing the already
existing front supply organs. Akulov proposes either complete subordination of
the VII Army to front command, or its assignment to a special status with direct
subordination to the General Staff.

Knowing Piter's constant tendency toward separatism, I believe you must
help the Revolutionary Military Council of the front unite all armies. It is
necessary also to attend to the other western armies, not only the VII. Report
what you will do.

The conflict with Akulov must not be allowed to grow. Think it over carefully,
because it is impossible simply to recall him.

Today I learned of another Piter regiment's defection to the enemy and of the
refusal of two regiments to advance. It is necessary to strengthen supervision
and the influx of workers.

In view of the conflict, or at any rate the mounting one, between all Piter
Communists and Akulov, recognizing as absolutely necessary the maximum
unity in Piter military work and the necessity of swift victory on this front,
the Politburo and the Orgburo of the Central Committee resolve to temporarily
recall Akulov and assign him to the disposal of the Revolutionary Military
Council of the Republic.

TELEGRAM TO THE COUNCIL OF PEOPLE'S COMMISSARS OF UKRAINE
4 June 1919

We request that you urgently extend to Ukraine the decree of the Council
of People's Commissars of the RSFSR of 10 May of this year concerning the
provision and equalization of rights with volunteers of workers conscripted by
non-military departments.
