On June I, I sent the following telegram to Shlikhter:
"Orders for the Belorussian-Lithuanian army and in general for the People's Commissariat
of Food, Minsk, I very much request that you not delay and direct to
the destination in Minsk. Expedite in every way. Then it is necessary to strengthen
assistance to Petrograd. I very much request that you telegraph
to me twice a week about the actual fulfillment of both
tasks.

I request 1) that you investigate the reasons for non-receipt of this telegram
and bring the guilty to justice; 2) that you discuss in the most urgent
manner emergency measures for assistance to Piter with food
and collection of what was promised, and in each волость appoint a responsible
comrade for the fulfillment of this. Awaiting a response.

* M. I. Kalinin telegraphed V. I. Lenin on June 11 from Smolensk about the necessity to supply the clothing warehouses of Smolensk, Gomel and Vitebsk with stocks of uniforms and shoes, the absence of which hindered the training of Red Army soldiers and delayed the dispatch of marching companies to the front.

TELEGRAM TO THE COUNCIL OF PEOPLE'S COMMISSARS, PEOPLE'S COMMISSARIAT OF FOOD
AND PEOPLE'S COMMISSARIAT OF WAR OF UKRAINE

In view of the complete impossibility of providing food
for the Western and Northern fronts at the expense of the depleted stocks
of the center, the entire burden of this nationwide task
naturally passes in fact to the delegation of the Tsekokomprodarm, led
by Orlov and working according to the order of the Revolutionary Military Council of the
Republic for the entire Russian army as a whole. It is necessary to
take the most urgent practical measures to eliminate any
obstacles and to provide every possible real assistance to the
work of the delegation, so that it can immediately move food
cargoes to the armies of the west and north. I especially insist on the most
energetic assistance to the delegation on the part of the People's Commissariat of War. The question
of strengthening the delegation with new personnel and of properly formalizing
its further activities has been urgently put on the agenda.
The results will be communicated. I ask that each addressee
answer in detail what has been done.
