ON THE ORGANIZATION OF SKI UNITS
(DECREE OF THE COUNCIL OF DEFENSE, JULY 2, 1919)

1. Entrust the organization of ski combat units (separate companies and battalions) from contingents of youth aged 17–18 years to the Revolutionary Military Council of the Republic, which shall now, through the Chief Administration of Universal Military Training, undertake detailed working out of all organizational questions and develop and put into effect the necessary tables of organization, regulations and instructions, so that training in the ski units being organized shall be begun in the nearest time and such units may be utilized by the Red Army in the nearest winter period.

2. Entrust to the Supreme Council of the National Economy the provision of the newly formed ski units with all types of prescribed supplies and, besides this, with skis in sufficient quantity in accordance with the Chief Administration of Universal Military Training on the basis of the plan for the organization of ski units and the established norms.

DECREE OF THE COUNCIL OF DEFENSE
JULY 2, 1919*

Transfer the Vyatka battalion of VChK troops numbering not less than 600 men and the 8th Vyatka food army regiment numbering not less than 1,000 men to the formation, in accordance with the decree of the Revolutionary Military Council of the Republic of June 30 of this year, of two rifle regiments.
