TELEGRAM FROM THE CENTRAL UKRAINIAN
EVACUATION COMMISSION
June 27, 1919
The Council of Workers’ and Peasants’
Defense in its meeting of June 26 of this year, having heard the factual reports on the actual implementation of tasks related to the evacuation of military property from Ukraine, resolved:
1) To bring to the attention of the Central Ukrainian Evacuation Commission that it has failed to comply with the Council of Defense’s resolution stipulating that, when dispatching property from Ukraine for the disposal of the Central Supply Service, the latter must be immediately informed of the train and wagon numbers carrying the respective cargo, as well as the names of those accompanying the shipments—warning that, in the event of continued non-compliance with the aforementioned resolution, those found guilty will be brought to justice.
2) To draw the Central Ukrainian Commission’s attention to the negligible results it has achieved in accounting for and evacuating military property from Ukraine to the locations designated by the Central Supply Service, and to urgently demand that the evacuation of such property be intensified without delay. The Commission is hereby instructed to provide the Central Supply Service—with a copy sent to the Chairman of the Council of Defense—daily, accurate reports on the quantity of property being evacuated from Ukraine, while also urging the Commission to adopt more decisive measures to implement the directives it has received from the Central Supply Service of the RSFSR. A report on the state of implementation is expected.
